Trump Promises 100% Tariff for Movies Made Outside U.S…Again

President Donald Trump is again promising that there will be a 100% tariff imposed for movies made outside of the U.S, according to a Truth Social post on Monday.

“Our movie making business has been stolen from the United States of America, by other Countries, just like stealing ‘candy from a baby.’ California, with its weak and incompetent Governor, has been particularly hard hit,” Trump wrote Monday. “Therefore, in order to solve this long time, never ending problem, I will be imposing a 100% Tariff on any and all movies that are made outside of the United States. Thank you for your attention to this matter.”

This is an echo of what Trump announced in May.

He hasn’t signed an executive order as of yet. If he does, it could heavily impact major films that are under production, such as THE ODYSSEY and THE PASSION OF THE CHRIST sequel,” Deadline reported Monday. Many movies like these are being filmed overseas, where they get good incentives.

It’s not common for tariffs to be placed on services or virtual products like movies, so its unclear how these tariffs would work. The president’s tariff authority overall is under question. The Supreme Court will review his case on it and hear oral arguments in November.

Movies are listed as an exception to presidential authority under the International Emergency Powers Act, which gives presidents the authority to address threats to national security and the economy.

California’s governor, Gavin Newsom, who Trump attacked in his post Monday, also has issues with Trump outside of the film debate.

He called Trump’s immigration enforcement in Cali neighborhoods a “brazen abuse of power” and said that Trump has a “relentless, unhinged California obsession” earlier this year.

“We are now nine months into a battle to protect the values we hold most dear and to preserve the economic and social foundation we built for California,” Newsom wrote earlier this month. “We are facing a federal administration built on incompetence and malicious ignorance, one that seeks the death of independent thinking.”

All of this comes despite Newsom proposing to work on Trump to offer a $7.5 billion tax credit for movies filmed in California. It would be based on an existing film and television tax credit program that has generated more than $26 billion since it was introduced in 2009.

“America continues to be a film powerhouse,” the governor said in May, “and California is all in to bring more production here.”
