Dr. Tenma, a government scientist, witnesses the death of his son Toby, who is accidentally killed by a military robot in the futuristic high-flying world of Metro City. The young robot just makes the doctor’s grief more unbearable, however, so he casts out the robot.

Fleeing from the military, Astro Boy crashes to the surface. There, he falls under the sway of Hamegg, a man who leads a gang of child-vagabonds in his quest to win gladiator battles between broken-down robots that Hamegg repairs. Hamegg discovers Astro Boy’s powers and forces him to fight in the robot gladiator games. This awakens President Stone and his soldiers to Astro Boy’s location.
